Margaret Alvarez, President

Margaret is currently head of ISS International School, Singapore. She has over 25 years experience in international education, ranging from international school teacher, middle leader, principal, head of school, and associate director of accreditation for the Council of International Schools (CIS). Dr Alvarez is currently president of the EARCOS board and is a member of the IB Asia Pacifc Regional Council.

Norma Hudson, Secretary

Dr. Norma is in her fifth year as the head of school at ISKL. Norma’s overseas career began in 1980 teaching music education with the International Schools Group (ISG), Saudi Arabia. With roles in administration, including assistant superintendent for curriculum and instruction, Norma served as ISG’s Superintendent for seven years prior to moving to the position of head of school at ISKL in 2013.


Andrew Davies, Treasurer
International School Bangkok

Andy is currently the head of school at the International School Bangkok and holds a Bachelor’s Degree in English & Philosophy (University of Keele), Master’s Degree in Educational Administration (University of Sydney) and a Doctorate in International Edu- cation (University of Bath). Andy is currently serving on the International Baccalaureate Organization (IB) Heads Council and the EARCOS Board.

Stephen Dare
Hong Kong Academy

Stephen is the head of school at Hong Kong Academy. He started his career as a preschool teacher in Southeast England, then worked as an administrator in international schools in North and South America as well as in Southeast Asia. He is the treasurer of the ACAMIS Board and sits on the EARCOS Board and Next Frontier: Inclusion Advisory Board. Stephen has embedded the work of cognitive coaching and adaptive schools into the daily practices and procedures of Hong Kong Academy and regularly presents on the role of coaching in building institutional trust at schools and conferences in Asia.


Barry Sutherland
International School of Phnom Penh

Barry is the director of International School of Phnom Penh. He has led and worked in schools in Tanzania,Thailand, Singapore and Canada.


Saburo Kagei
St. Mary's International School

Saburo “Sab” Kagei is an example of a “third-culture kid” and a continuation of international school education. The sixth of eight children, Sab attended Ruamrudee and St. Mary’s International School in the EARCOS region, and is the headmaster at his alma mater St. Mary’s, an all-boys’ Catholic school founded by the Brothers of Christian Instruction in Tokyo, Japan. Four of his ve sisters attended the International School of the Sacred Heart, and one of his two brothers is also a graduate of St. Mary’s. He has worked as an elementary homeroom teacher at the sixth & fth grade levels, computer science instructor grades 7-12, coached sports and ne arts, and worked as the middle and high school principal at his current school. His wife, Ann, is the middle school principal at Seisen International School, and his daughter, Kristen, is a graduate of the same school. This three- some also attended and graduated from Georgetown University, and Sab further earned two MA’s from Cal State University Northridge. He is honored and humbled to serve as an EARCOS Board member, and is eager to learn and work.


Kevin Baker
Busan International Foreign School

Kevin is the Head of School at Busan International Foreign School. He has served almost twenty years in EARCOS in a variety of leadership roles.


Laurie McLellan
Nanjing International School

Laurie McLellan is in his 9th year as director of Nanjing International School. In 2016-17 Laurie was supported through a sabbatical year which he spent at Edinburgh University studying a MSc in Inclusive Education to support the school’s explicit mission commitment to inclusion. Laurie has worked in leadership positions in Colombia,Vietnam, Belgium and Sri Lanka.


Dr. Lawrence A. Hobdell
U.S. Department of State
Regional Education Officer, East Asia Pacific

Before joining the U.S. Department of State, Office of Overseas Schools, Dr.Hobdell served most recently as the Head of School at the International School of Florence, in Florence, Italy, for over four years. Prior to his tenure in Italy, he spent  over twenty five years in American public schools in various leadership capacities. Larry was a School Superintendent for fifteen years, in three School Districts in the State of New Jersey, and prior to his role as Chief School Officer, he served as High School Principal, for a U.S. Model High School, in Wilmington, Delaware. He also served in Principalships in two Elementary Schools exposing him to a rich and broad breadth of administrative experiences, K-12.

Larry began his  career as an elementary teacher before moving to the secondary level as a High School English teacher and sports coach. He and his wife, Karen, presently reside in Alexandria, Virginia.  Dr. Hobdell was born and raised in the City of Brotherly Love, Philadelphia, Pennsylvania. He believes passionately in the power of positive relationships and teamwork and looks forward to using these core beliefs in his new role. His personal interests include weight lifting, white water rafting, reading and travel.
